What is the Jamaican government’s position on overpopulation concerns?

Where does the Jamaican government stand on overpopulation concerns? In response to Dave Richards' letter to the editor under the caption:

Although he was seemingly acknowledging the government's efforts, and praising the successes, limited though those might have been. David did in the process of doing so, managed to touch on some things which are near and dear to my heart. Consumer confidence? Maybe not so much, but. Economic growth. Population growth. Yeah, that’s the stuff.
The UN projects that by 2050 the global population will rise to 10b. At the moment, wrote David, the world's population increases much faster than our ability to house and feed it. Jamaica, our little global blip, is no different. This though, is where I beg to differ from the views of Mr. D. By 2050, he contd. What will our population look like? 4 6 7m? Let me try to shed some light on Dave’s queries here. If winning at the races, or winning the Lottery was this easy, I'd be a rich man indeed. My bet would be that the Jamaican population in 2050 will be far less than it is today, all of the indicators are showing this. Well, all except maybe, for how deep in the Sands Jamaicans head are. When it comes to where the rest of the world is and what has been happening in that arena in recent times. The wheels are tuned up and greased, the engine is firing on all cylinders, the good, the bad and the ugly are getting on board the train. But Jamaica and Jamaicans don’t seem to know that yet. We don’t even know that the move is on it would seem. And if that was not enough, here is what the experts have to say on the matter. There is a website called, populationof.net. Which focuses on this type of data of just about every country the world over and chiefly so, go check it out. They projects that, Jamaica’s population would have fallen by 0.24% come 2050. And if the past is any indication of the accuracy of their predictions, and if the current global trends are to be believed and taken into account, then I would not hesitate to bet on populationof.net’s predictions. Over those of Mr. David. Furthermore, let’s try to add some history and religion in the mix here, to whatever extent one may or may not believe or value these facts and/or insight. Other than for the fact that they have risen to the top of their game in their respective lives, times and genre of the music. What else does Bob Marley and Buju Banton have in common? Give up yet? Okay, I’ll tell you. They both love and advocate for the love of women in their work, and if that was not enough, the records are showing support for this in the number of children which each would have fathered along the way, which may or may not serve in sparking the ire of a few people along the way. Now Bob may have gotten away with it somewhat, without much criticism nor sanction, because the waters were not as stirred in the ocean of overpopulation concerns in his time as it is today. But now that these issues are topical, the people who are doing the studies are definitely taking those things into consideration. They are studying the overall psyche of the Jamaican male, and are noticing that said male is majoring in the girls thing and the “mi youth dem” thing. So, if they are going about sensitizing the world to the dangers of overpopulation and the need to limit childbirth rate to zero, one or two. So, 0, 1, or 2 children per family is what they are recommending from now on. In that order of preference, they are out to sensitize the population to limit the birth rate to 0, 1 or 2 at the most per family. Why then would you the Jamaican man, people and governments believe and act as if this does not apply to or affect you any? And will never? You are fooling no one but yourself, Mr. Black man, and especially, my black Jamaica brother. Don't go thinking that I have somewhat against either of these two gentlemen either, far from it, these are two of my favorite person, but what they are doing or have done in this regard is not good no matter how one chooses to look at it. How about Charley mattress? Remember him? What was his claim to fame again? Just in case you think I'm out to bad mouth the icons. Now, if you are there thinking that you are going to ensure your longevity and survival by going about dropping seeds all over the place, think again. No big thing for the big men to chop off the heads of all of your seventy sons on one chopping block. You know the story. This is where the religious part comes in, the Bible thing, you know, you’re big on that, if nothing else. But just in case you think I'm here stirring up a pile of nothing. Take a little time to check this out. And at the end of this article, you might want to look at the pledge and sign it, or maybe not. Knowing you my fellow Jamaicans, I'm willing to place yet another bet. That you are going to choose the “not.”
